Italian Tenants’ Union – we’ll reply blow for blow when under attack for our solidarity

24 May 2018 - Denunciations, including claims for damages, continue against activists defending families from eviction.

Yesterday, just after Cesare Ottolini, secretary of Padova Tenants’ Union, and a member of the Italian Tenants’ Union’s national secretariat, as well as global coordinator of the International Alliance of Inhabitants (IAI), was charged to appear in court, Michelangelo Di Beo, a fellow member of the Italian Tenants’ Union’s national secretariat, has in turn been charged to appear in court for having defended a family during an anti-eviction picket. The same story for another member of the Tenants’ national secretariat, Laura Boy, who has also been charged to appear in court for the occupation of an abandoned and dilapidated building.

Last week, the Italian National Tenants’ Union Congress decided to commit its entire membership, by means of a motion voted by acclamation, to immediately organise solidarity actions, including a request for the intervention of the UN Special Rapporteur for the Right to  Housing, and of the UN Special Rapporteur for the Human Rights Defenders; and to set up a collaborative relationship with the Observatory on Repression.

It should not be possible to criminalise anyone crushed by the economic crisis, who has lost their home because of this, by means of repressive measures. More and more families in Italy are facing losing their jobs and homes. This requires other measures that can guarantee their transfer from one home to another.

We’ve always maintained that solidarity is a weapon to be used in the struggle against those powers which remove, evict or otherwise repress people, and suppress struggles by transforming a political problem into a problem of public order, and attack the personal lives of activists and tenants, overlooking their own violations of the laws and the Constitution.

The Italian Tenants’ Union’s support for the International Alliance of Inhabitants, and for the Observatory of Repression, is aimed to help those suffering repression throughout the rest of the world by strengthening the resources available to learn from the experiences of international resistance.

Motion from the National Congress of the Italian Tenants’ Union committing the entire association to oppose their solidarity against the repression of struggles for the housing right.

The National Congress of the Italian Tenants’ Union of 18-19-20 May 2018:

Regards with extreme consternation the growth of repressive episodes against Tenants’ Union activists involved in struggles for the housing right.

Denounces the gravity of these attacks, which are aimed to hinder our activists and human rights defenders, as recognised in Italy by Article 11 of the International Covenant on Economic, Social and Cultural Rights, ratified by Italian Law 881/77, as a compensation for the inaction of many local mayors, who are obliged to give help to those evicted in order to safeguard public health, as set out by the Italian Law 833/78.

Vindicates the constitutional legitimacy of our struggles for the housing right, and of our resistance against violations of that right which overturn the concept of legality in negation of social justice.

Expresses our maximum solidarity with our comrades unjustly attacked by these repressive measures.

Invites the entire association to form a network of democratic vigilance.

Commits the national secretariat to:

  • promptly denounce any acts of repression at every level, including to the UN Special Rapporteur for the Housing Right and to the UN Special Rapporteur for the Human Rights Defenders;
  • communicate its solidarity to the media and political authorities at a local and national level;
  • draw up periodic specific reports for the Observatory of Repression;
  • set up a resistance fund to pay legal expenses, by means of appeals both to local tenants’ unions, and by a national contribution.
