examples of successfull (or not) group of people who wanted to organise their neighbourhoods / wanted a development or opposed it / proposed an alternative plan...

The UK government elected last spring is setting up a reform which they claim will aim at transfering central power to "communities". They are planning to have a new "community plan" that would be led by local communities and not local authorities, and alos open thepossibility to accept a development by referendum without planning authorisation.
I volunteer with a national association and would be interested to collect examples of good and bad experiences in this field as well as lessons that have been learnt, so we can use these exemples while talking to the government/local authorities.

Any experience would be interesting, but more specifically:

-a community group has decided to draw a local plan / a master plan and has carried out the survey: what suport did they have/ did they not have?, what was easy/made things work, or what was difficult/made things not work? What are the conditions under wchich this could work? Any experience of involving all part of the community (including poorest people, ethnic minoritiesm oldestm youngest, etc.)?

-a community group has started a campaign FOR a new development, for example to create social housing, or because some land/former buildings were in dereliction, etc.
